15. What access for adjacent properties will there be to the Steptoe Street Extension?

The adjacent residential developments (Kennewick Park and Meadow Springs) will not have direct vehicle access to Steptoe Street. A 10-foot pedestrian access currently exists in the Meadow Springs development, but there is no pedestrian access from the Kennewick Park development. The Cities will be looking for additional bicycle and pedestrian access to Steptoe Street from the adjacent residential developments.

Indirect vehicle access to and from Kennewick Park and Meadow Springs/Willowbrook will be available from the future extension of Center Parkway through the Grandridge development to Steptoe Street on the Kennewick side, and the future extension of Center Blvd from Steptoe Street to Leslie Road on the Richland side. The extension of Center Parkway on the Kennewick side will be completed as part of the Steptoe Street Extension project. The extension of Center Blvd to Leslie Road on the Richland side is not anticipated for the next several years, but is included in the City of Richland Transportation Improvement Plan (TIP) plan. With the development of the Heights at Meadow Springs, an extension of Meadow Drive South from Bellerive Drive to Center Blvd would be completed by the developer.
