18. Who approves the Steptoe Street Extension project and its design?
Since the Steptoe Street Extension is located within the city limits of both Kennewick and Richland, approval of both City Councils is necessary.
Currently, the City of Kennewick is acting as the "Lead Agency" for the Steptoe Street Extension project. The "Lead Agency" status simply means that the City of Kennewick is serving as the primary agency for the planning, design, and construction of the Steptoe Street Extension. The City of Kennewick and City of Richland have formed a Coordination Team, which meets periodically to review the progress being made on the project, and to discuss various options that may be available for incorporation into the Steptoe Street Extension project.
