20. What are the Steptoe Street Extension project goals, expectations and objectives?
GOALS
- Relieve traffic congestion on Leslie Road and Columbia Center Boulevard.
- Provide for the economic development of the West Kennewick and South Richland Urban Growth Areas.
- Create an opportunity to do something different than has been done in the past to create an aesthetically accepted project.
EXPECTATIONS
- Provide an attractive north-south corridor for pedestrians, bicycles and vehicles.
- Minimize disruption to existing residential, commercial, and industrial properties along the proposed Steptoe Street Extension.
- Incorporate cost-effective project design features that can mitigate the potential impacts of the Steptoe Street Extension on adjacent property owners.
- Provide for the free flow and movement of pedestrians, bicycles, and traffic at intersections along the Steptoe Street Extension.
OBJECTIVES
- Provide opportunities for community input through the Public Involvement Process throughout the planning phase of the project.
- Achieve broad community acceptance of the project.
- Prepare a preliminary design of project features to be implemented that address community concerns in a cost effective manner.
- Select a preferred alignment and footprint for the proposed Steptoe Street Extension.
- Prepare an environmental evaluation for the selected Steptoe Street Extension project that meets State and Federal requirements.
