41. Why is the Steptoe Street Extension project a top priority for the Cities of Kennewick and Richland?
Steptoe Street has been designated as a North/South transportation corridor for the City of Kennewick and the City of Richland for many years. The corridor was reserved on subdivision plats in the area since the early 1970's. Over the past several years, as development of the Cities Urban Growth Areas has increased, and the Benton County developments in Badger Canyon area have increased, the traffic conditions on Leslie Road and Columbia Center Blvd have increased. These developments have also increased traffic in certain parts of Clearwater Avenue, Gage Boulevard, and 10th Avenue due to the lack of an intermediate North/South roadway. These traffic increases have resulted in traffic congestion during certain periods of the day. To relieve the existing congestion, and to provide for the continuing growth and economic development of residential, commercial, and industrial properties in West Kennewick, South Richland, and Badger Canyon (Benton County), the City Council's of Kennewick and Richland have identified the improvement of the existing Steptoe Street Extension corridor as one of the top priorities for each City.
