The "Southridge Sub-Area Plan" was completed in April 2005 to establish a plan for the future development of approximately 2,530 acres in South Kennewick. The planning area is bounded on the South by Interstate 82, on the North by Thompson Hill and West 10th, on the East by State Highway 395, and on the West by Clodfelter Road. The Plan discusses land use, transportation systems, utilities, and public services. Volume 1 of 3 is provided as a reference document for the Steptoe Street Extension project. Volume 2 and Volume 3 are available for review at the Public Works Department of the City of Kennewick.

The City of Kennewick and City of Richland are jointly sponsoring an improvement of Gage Boulevard from the intersection of Leslie Road in Richland to the intersection of Center Parkway in Kennewick. This project is expected to begin in 2006. The plan sheets attached indicate the extent of improvements to be completed on this project.
The City of Kennewick and City of Richland have contacted the Benton PUD regarding the relocation of the 115kV transmission main and the local distribution line in the right-of-way of Steptoe Street, south of Gage Boulevard. The underground placement of the 115kV transmission main is not considered feasible by Benton PUD. The Cities are currently discussing the relocation of the 115kV transmission main to the center of the Steptoe Street right-of-way with the Benton PUD, and are also discussing the underground installation of the local distribution power lines, telephone lines, and cable lines with the responsible agencies. The attached letter describes the issues associated with 115kV transmission main as reported by Benton PUD.

The following Notice of Application was prepared regarding the SEPA Checklist submitted for the construction of Steptoe Street from 10th Avenue to Gage Boulevard. The project will involve the widening of the existing roadway (Clodfelter) between 10th Avenue and Clearwater Avenue, and the construction of a new roadway from Clearwater Avenue to Gage Boulevard, including a grade separated crossing of the BNSF Railway mainline.

The Confederated Tribes of the Umatilla Indian Reservation, Cultural Resources Protection Program, prepared a report entitled, "An Archaeological Survey of the Proposed Steptoe Street Extension, Benton County, Washington" in July 2006. The report is confidential and is not available for public release. The general findings of the report are that "project activities can be carried out as planned.
